Apply for a New Motor Vehicle, Marine, or Transportation Network Company Business License

Apply for authority to operate as a dealer, auction, or manufacturer. You must be licensed by the Department of Revenue when:

• Selling, bartering, exchanging, or leasing or renting with the option to purchase eight or more motor vehicles, or six or more boats, powersport units, and/or trailers per calendar year.
• Manufacturing, assembling, or modification of new motor vehicles, trailers, or boats.
• Taking possession of a motor vehicle whether by consignment, bailment, or any other arrangement, except by title for the purpose of selling motor vehicles at a public auction by a licensed auctioneer.
• Selling motor vehicles only to other new motor vehicle franchise dealers, used motor vehicle dealers, or via auctions limited to other dealers of any class.
• Defined as one of the following classes: Boat Dealer, Franchised Motor Vehicle Dealer, New Powersport Dealer, Used Motor Vehicle and Used Powersport Dealer, Wholesale Motor Vehicle Dealer, Recreational Motor Vehicle Dealer, or Trailer Dealer.

You will need the following in order to apply online:

• Ability to upload the following documents, depending on your operation type:
  • Inspection and Certification,
  • Corporate Surety Bond or Letter of Irrevocable Credit,
  • Garage Policy (excludes manufacturers, auctions, and trailer dealers),
  • Photograph,
  • Franchise Agreement (applies only to franchise motor vehicle dealers),
  • Manufacturer’s Letter of Appointment (applies only to manufacturers),
  • Dealer Seminar (applies only to used motor vehicle dealers),
  • Name-based criminal record for each owner listed on the license, and
  • Mail-to letter signed by the post office, if your mailing address is different than your physical address.
• Ability to pay any licensure and/or processing fees.

Apply for authority to operate as a leasing company. If engaging in the business of renting or leasing motor vehicles, trailers, boats, or outboard motors, which are to be used exclusively for rental or lease purposes, and not for resale, you must be licensed by the Department of Revenue.

NOTE: A Lease Rental License is not required if taxes are paid on vehicles at time of titling and registration.

You will need the following in order to apply online:

• Ability to pay any licensure and/or processing fees.
• If you wish to order fleet plate inventory, you must fill out Form 901 and submit it to the Department. Be sure that the Business Information, Quantity & Fees, and Signature and Certification sections are completed.

Apply for authority to operate as a salvage business. You must be licensed by the Department of Revenue when:

• Selling used parts of or used accessories for vehicles as a used parts dealer;
• Salvaging, wrecking, or dismantling vehicles for resale of the parts as a salvage dealer or dismantler;
• Rebuilding and repairing four or more wrecked or dismantled vehicles in a calendar year as a rebuilder or body shop; or
• Scrapping vehicles or vehicle parts as a scrap processor.

You will need the following in order to apply online:

• Ability to upload the following documents:
  • Inspection and Certification,
  • Photograph,
  • Name-based criminal record for each owner listed on the license, and
  • Mail-to letter signed by the post office, if your mailing address is different than your physical address.
• Ability to pay any licensure and/or processing fees.

Apply for authority to operate as a title service agent. You must be licensed by the Department of Revenue when acting as an agent in obtaining a certificate of ownership of a motor vehicle, for a fee.

You will need the following in order to apply online:

• Ability to upload the following documents:
  • Corporate Surety Bond or Letter of Irrevocable Credit, and
  • Name-based criminal record for each owner listed on the license.
• Ability to pay any licensure and/or processing fees.

Apply for authority to operate as a Transportation Network Company (TNC) agent. You must be licensed by the Department of Revenue. A TNC shall not be deemed to own, control, direct, operate, or manage the TNC vehicles or TNC drivers that connect to its digital network, except where agreed to by written contract. Note: A "TNC vehicle" is a vehicle that is used by a transportation network driver and is: a) Owned, leased, or otherwise authorized for use by the TNC driver; and b) Not a taxicab, limousine, or for-hire vehicle under chapter 390.
